The Indian Civil Service (ICS) was established in 1858 following the transfer of power from the East India Company to the British Crown. This elite service formed the administrative framework for British rule in India and recruited primarily British nationals to govern Indian territories.
The Montagu-Chelmsford Reforms of 1919 opened civil service positions to Indians through competitive examinations. However, discrimination persisted with examinations held only in London, making it difficult for Indian candidates to compete equally with their British counterparts.
